Summary
This project, with its successors Another Token of Goodwill..., marks the end of Stage 1, as you use them to increase your Trust to 100 and Release the HypnoDrones
It is unlocked only when Trust is >=85 and <100, and after you've produced more that 101M clips (from the game script), so, although improbable, it's possible to skip it.
